Malta carries the deepest regulatory experience in the EU — the MFSA ran the VFA regime years before MiCA — which appeals to firms that want a seasoned, credible authority. Cyprus is the cost-effective, English-speaking option, familiar to firms migrating from the forex/CFD world, with CySEC's large investment-firm ecosystem behind it.
Choose Malta if you value the most experienced EU crypto regulator and a premium standing. Choose Cyprus if you want a credible but more cost-effective base and a regulator used to retail-facing brokers. Note Cyprus's transitional *application* cut-off (27 Feb 2026) has passed, so new entrants apply for full authorisation directly.
